The hole for the BIOS flashback button is not in the correct place. For me, It was jammed against the side of the BIOS Flashback button causing it to be constantly triggering.

nsure that your power adapter is functioning correctly and doesn't have any visible damage. You might also try using a different adapter if possible, or remove the battery and boot with just the power adapter connected.
Look for a section that provides battery health information. It will usually state if the battery is functioning well, deteriorating, or needs replacement. Or, Open Dell Power Manager or download it from Dell's website if you don't have it. Navigate to the "Battery Information" tab to check the health of your battery.
Your A/C adapter may be going out and needs to be replaced. Sounds like an intermittent shutdown fault leaving some bit of hardware in an incorrect state which won't allow it to reset/restart, and that state being maintained by there still being a small amount of power available from the battery.
The only thing unusual about your PSU is a 0 dB Fan switch. Try turning it off to see if that makes any difference. I don't think its faulty CMOS battery because it only does this during restart or first start up if I put my computer to sleep it wakes up with in 1 to 2 sec no issue.
